Swartland Municipality Says No to Eskom’s Tariff Increase Proposal

The Swartland Municipality in the Western Cape has voiced strong opposition to Eskom’s proposal for a substantial electricity tariff increase in 2025. The National Energy Regulator of South Africa (Nersa) is currently conducting public hearings on the proposed hike of up to 43%, which has sparked widespread concern.

Thys Möller, Director of Electrical Engineering Services for the municipality, presented their case at the hearings in Cape Town, arguing that ordinary South Africans should not bear the burden of Eskom’s financial woes. He stated that a significant tariff increase would exacerbate financial pressures on local governments already struggling to manage their budgets and warned that social unrest could ensue as the public faces increasing financial constraints. Möller emphasized that the municipality stands firmly against the increase, reflecting the broader frustration of South Africans grappling with economic hardship.

Cape Town Mayor Geordin Hill-Lewis joined the chorus of objections, stating that the city is prepared to explore legal avenues if Nersa approves the tariff hike. “On behalf of the public, we reject this increase completely. If they do go ahead with it, we will have to consider every available option, including legal recourse, because it’s just not right; it’s totally unfair,” Hill-Lewis said.

Nersa’s public hearings offer a platform for stakeholders and citizens to voice concerns over Eskom’s plans. However, the proposed hike has been met with resistance nationwide, with critics arguing that South Africans are already overburdened by soaring living costs, persistent load-shedding, and the knock-on effects of Eskom’s operational challenges. The hearings and subsequent decisions will likely have a significant impact on municipalities, businesses, and households as the country grapples with energy reform and affordability.
