The Hawks have kicked off March with a series of significant victories in their fight against illegal drug activities in the Western Cape, underscoring their continued dedication to tackling narcotics crime.
Two major drug-related cases reached crucial milestones this week, demonstrating the relentless efforts of the Hawksβ South African Narcotics Enforcement Bureau (SANEB).
Cannabis Lab Operator Sentenced in Somerset West
On March 3, 2025, 67-year-old Jenniffer Gladys Schutte-Muntingh was sentenced after entering a plea agreement for her role in managing a hydroponic cannabis lab. Schutte-Muntingh was fined R50,000 or a five-year prison sentence, which will be suspended for five years.

Her conviction stems from a 2021 investigation when the Somerset West Crime Prevention Unit (CPU) acted on a tip-off about a cannabis cultivation operation at her home on Arum Avenue. Upon investigation, the Hawks’ SANEB discovered a fully operational cannabis lab, resulting in the seizure of 85 cannabis plants, 21 THC capsules, CBD oil, and over 100 grams of loose cannabis. The estimated street value of the seized drugs was R49,600.
Though Schutte-Muntingh’s son was initially implicated, the charges against him were later withdrawn. Nevertheless, Schutte-Muntingh’s conviction marks a notable win in the Hawks’ campaign to combat the illegal drug trade in the region.
Steroid Manufacturing Lab Exposed in Paarl
In an unrelated operation, the Hawks, in collaboration with the South African Health Products Regulatory Authority (SAHPRA), uncovered a secret steroid manufacturing lab in Paarl on February 12, 2025. Following the investigation, a 56-year-old male suspect was arrested on March 4, 2025, in connection with the illegal production of steroids.
The lab, fully equipped with pressing machines, sorting equipment, and ovens, was discovered during a search and seizure operation. Authorities found various powdered substances and suspected Schedule 4 medicines, although the full value of the seized steroids is still being determined.
This discovery builds upon earlier arrests during the raid, including the apprehension of suspects Jade Claire Sowter and Raynard Stander, both granted R15,000 bail and scheduled for further court proceedings in May 2025. The 56-year-old suspect’s arrest adds another significant victory in disrupting illegal drug manufacturing in the region.
