“Zikalala Slams Macpherson Over Misinformation on Land Grabs and Expropriation Act”

Public Works and Infrastructure Deputy Minister Sihle Zikalala has sharply criticized his department’s Minister, Dean Macpherson, for spreading what he described as misinformation about land grabs in South Africa. Zikalala emphasized that Ministers take an oath to uphold the Constitution and all laws of the Republic “conscientiously,” and that Macpherson’s recent comments about the Expropriation Act were misguided.

Speaking during the State of the Nation Address (SONA) debate, Zikalala addressed Macpherson’s public stance last month, where he stated that the Expropriation Act, introduced by President Cyril Ramaphosa to allow unused land to be expropriated for the public interest, would not be implemented while he remains in office. Zikalala rebuked this response, asserting that it is the duty of every Minister to implement laws passed by the government, even if they are uncomfortable with them.

Drawing a comparison, Zikalala cited the words of the late MEC Dumisani Makhaye, who warned that a combination of racism and ignorance often results in arrogance. This arrogance, Zikalala argued, is what opens the door for foreign countries to attack South Africa, using disinformation campaigns spread not only by right-wing organizations such as AfriForum and Solidarity but also by government officials like Macpherson who are expected to adhere to the Constitution.

Zikalala further defended the principle of land expropriation for public good, explaining that such practices are not unique to South Africa. He pointed to global precedents, citing “Eminent Domain” in the USA, “Land Acquisition” in India and Singapore, and “Compulsory Purchase” in New Zealand, Ireland, and the UK. He also mentioned that many countries, including Canada, Russia, Brazil, and much of Western Europe, use similar powers under the term “Expropriation.”

He reassured the public that the ANC remains committed to achieving land reform, while also ensuring that investor confidence remains intact to foster economic growth and create jobs. Zikalala expressed confidence that the Expropriation Act will withstand any legal challenges and be upheld constitutionally, reaffirming the ANC’s dedication to addressing the country’s land issues responsibly and with regard to the law.
